Part of a technical team to develop the Route Clearance Vehicle Modernization Production Plan. The purpose of the plan is to provide a comprehensive description of the measures required to accomplish the modernization of four wheeled vehicle systems, collectively referred to as Route Clearance Vehicles (RCVs).  This includes the responsibility of transporting the vehicles from Logistics Support Area – Anaconda (LSA – A) to a leased building in the vicinity of Camp Doha, Kuwait; and acquiring production equipment, parts, materials, personnel and support sub-contracts needed to accomplish the mission.  This Plan will form the basis of a follow-on contract for an experienced firm to accomplish the actual modernization work.  The modernization effort will involved approximately 973 vehicles, at a production rate of 32 RCVs per month, for a period of 36 months. Operations have been fielded with 225 personnel performing the duties from our recommendations.
