U.S. Army Materiel Command’s Arsenal Organizational Assessment

Program Manager conducting and documenting broad base analyses and assessment of the U.S. Army Materiel Command’s (AMC’s) Arsenal System’s ability to meet its lifecycle sustainment requirement – Rock Island Arsenal and Watervliet Arsenal. The U.S. Army required that this effort be an independent assessment to determine the critical capabilities that must be retained to meet mission requirements. We developed program concept plans for expanding/maintaining mission and customer support programs. The concept plans included resource and facility requirements and cost/benefit analysis. Additionally, we provided recommendations, input and analysis on interface and mission direction, coordination and management with other government agencies, DoD agencies, and organic support activities engaged in weapon system major end items and repair parts manufacture, testing, inspection. Falcona’s analysis focused on Organizational Planning and Strategic Business Planning and Processes impacting the manufacturing capabilities of AMC’s arsenals. In the executive closeout briefing, the AMC leadership was very pleased with the documentation of the analyses and assessment as commissioned. The report was submitted to the AMC Commanding General (4-star level) and briefed to the U.S. Congress. Our approach to uncover, analyze and document information has resulted in a report that may have been utilized for decision on the future of the U.S. Army Arsenals.
