Juan L. Millan is a senior national security and industrial base executive with more than 35 years of leadership experience spanning the Department of Defense, advanced manufacturing, supply chain resilience, cybersecurity, and public-private partnerships. He currently serves as President and CEO of J.L. Millan Consulting LLC, where he advises organizations on Defense Industrial Base (DIB) resilience, federal investment strategy, advanced manufacturing, and supply chain modernization.
Prior to founding his consulting firm, Mr. Millan served in senior leadership positions within the Office of the Secretary of Defense, the Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology), and Army Materiel Command. Throughout his career, he has led national-level initiatives involving the Defense Production Act, industrial base modernization, cybersecurity resilience, advanced manufacturing technologies, and defense innovation programs. His work has influenced multi-billion-dollar investments across critical defense sectors while strengthening domestic manufacturing capacity and national security readiness. Mr. Millan holds degrees in Industrial Engineering, Business Administration, and Management and maintains a TS/SCI security clearance.
