Dr. Norma S. Guerra is the Founder and CEO of Engaged Leadership Development and Professor Emeritus at the University of Texas at San Antonio (UTSA). With more than 50 years of experience, she is a nationally recognized leader in organizational development, faculty diversity, and culturally responsive leadership. At UTSA, she served as Associate Vice Provost for Faculty Diversity and Inclusion, driving institution-wide strategies to recruit, retain, and advance diverse faculty while addressing systemic barriers to equity. She also held senior leadership roles in human resources and strategic planning, aligning talent and organizational priorities to mission outcomes.

Dr. Guerra founded UTSA’s Tomas Rivera Center, pioneering student success and retention programs for diverse populations. She is the creator of the LIBRE Model, a widely adopted, strength-based framework that integrates social-emotional and cognitive approaches to leadership and problem-solving. A licensed psychologist and counselor, she combines clinical insight with executive leadership to deliver transformative, results-driven solutions.
