Served as an assistant to the Associate Director for Laboratory Management.  Principle areas of support included the technology activities for cost avoidance and reduction to include the Manufacturing Technology (MANTECH), Reliability, Maintainability, & Sustainability (RM&S), Commercial Operations & Support Savings Initiative (COSSI), and Modeling and Simulation (M&S) Programs.  Also served as an interface to Army Materiel Command (AMC) for these areas. Developed Congressional reports, information papers, appeals, briefings, and the Army’s budget on MANTECH ($160M), RM&S ($103M), COSSI ($187M), and M&S ($257M) for the House Appropriations Committee (HAC), House National Security Committee (HNSC), and the Senate Appropriations Committee (SAC), and Senate Armed Services Committee (SASC).
