Dr. Norma S. Guerra is a retiring Professor in the Department of Educational Psychology at the University of Texas at San Antonio (UTSA) and serves as the Associate Vice Provost for Faculty Diversity and Inclusion. With over 30 years of experience in public higher education, she has held various leadership roles, including Executive Director of Human Resources Management and Development, Associate Vice President for Administration and Planning, and Director of UTSA’s first student success and retention office, the Tomas Rivera Center. Dr. Guerra is the creator of the LIBRE Model, a strength-based approach to problem-solving that integrates social-emotional and cognitive perspectives. Her research focuses on identity development, engagement styles, and inclusive service delivery for culturally and linguistically diverse populations. As a Nationally Certified School Psychologist, Licensed Specialist in School Psychology, and Licensed Professional Counselor, she has authored multiple books and scholarly articles aimed at improving practices in Hispanic Serving Institutions. Dr. Guerra earned her Ph.D. in Educational Psychology from Texas A&M University, an M.A. in Curriculum and Instruction from UTSA, and a B.A. in Education from Trinity University.
